New Authorization Request in WINGS

 

 

Beginning in November 2006, students who receive HOPE Scholarship and/or federal (Title IV) financial aid will see a new Authorization Request Form immediately upon entering WINGS.  Students will be asked to “Authorize” or “Do Nothing” on up to three selections:  Georgia’s HOPE Scholarship Program, Federal Funds Authorization, and Prior Year Charges Authorization.  Students having only HOPE will see only the Georgia’s HOPE Scholarship Program authorization; those having only Title IV Financial Aid will see 2 authorizations – Federal Funds Authorization and Prior Year Charges Authorization.  Those students receiving both HOPE Scholarship and Title IV aid will see all three. 

 

Current regulations for HOPE Scholarship and regulations for Title IV financial aid govern how those funds are spent. Regulations do not allow the HOPE book allowance to be used to pay any charges other than books on the student account.  Federal Title IV financial aid funds are restricted to payment of current term tuition, fees, housing and meals.  Students are allowed to authorize Georgia Southern University to pay other charges that appear on the student’s account from excess HOPE and Title IV financial aid funds before refunding any excess.  This is now available electronically.

I have HOPE.  How does the Georgia’s HOPE Scholarship Program Authorization work?   Current regulations require that the HOPE book allowance be used to purchase books.  Georgia Southern University has extended credit at the GSU University Store to allow students to purchase books for the amount of their HOPE book allowance ($150 if enrolled half time or greater; $75 if enrolled less than half time).  Currently, if all of the book allowance is not used, GSU cuts a check to the student for the remainder of the book allowance.  If Georgia’s HOPE Scholarship Program authorization is given, GSU can use the remaining book allowance to pay amounts due on the student account.  For example, mandatory fees for Spring 2007 are $526.  The HOPE Scholarship will pay only $350 of the mandatory fees.  The authorization will allow any HOPE book allowance not used at the University Store to be applied to the remaining balance of the mandatory fees.  (Return to Top)

 

How will the authorization affect my HOPE book allowance?  Students will still be allowed to use HOPE book allowance at the GSU University Store.

·        If you authorize the Georgia’s HOPE Scholarship Program, any book allowance money not used will pay amounts outstanding on the student account; any remaining excess (if applicable) will then be mailed in a check. 

·        If you select “Do Nothing” and have unpaid charges on your student account, any book allowance money not used will be picked up at the Office of Student Fees to allow for the opportunity to review your account and speak with a Student Fees representative concerning your account.   (Return to Top)

What is Title IV aid? Title IV aid is federal financial aid from the U.S. Department of Education.  It includes

  • Pell Grants
  • SEOG Grants
  • Perkins Loans
  • Federal Direct Stafford Loans
  • Federal Direct PLUS Loans
  • SMART Grants
  • ACG Grants

What does the Federal Funds Authorization do?  If you are receiving Title IV aid (see What is Title IV aid?), those funds are restricted to payment of current term tuition, mandatory fees, housing and meals.  The Federal Funds Authorization allows GSU to use any excess Title IV funds over your current term tuition, mandatory fees, housing and meals to pay other charges (such as mandatory insurance, returned checks, emergency loans, resident life fines and damages, books and supplies) on your account before refunding the excess to you.  (Return to Top)

 

What does the Prior Year Charges Authorization do?  Title IV regulations restrict payments to only current term tuition, mandatory fees, housing, and meals.  The Prior Year Charges Authorization allows GSU to use any excess Title IV funds over your current term tuition, mandatory fees, housing, and meals to pay prior term or prior year charges on your account before refunding an excess to you.  (Return to Top)

  • Mandatory Insurance
  • Residence Life fines and damages
  • Returned check charges
  • Emergency Loans

Why should I grant these authorizations?  The main reason to grant the authorization is convenience to the student.  Any unpaid charges on the account can be paid, and the excess HOPE and Title IV financial aid funds can then be mailed quickly to the student.  If the authorization is not given and the student has outstanding charges on the student account, any excess funds will be held in the Office of Student Fees to allow for review of the account with a Student Fees representative.  (Return to Top)

 

What if I choose “Do Nothing”?  If you choose “Do Nothing”, you will continue to have an opportunity to grant authorization each time you log into WINGS.  If you have excess financial aid that exceeds your current term charges and you have unpaid charges on your student account, you must pick your refund check up in the Office of Student Fees so that you may review your account with a Student Fees representative.  (Return to Top)

How do I rescind the authorization?  The student has the right to rescind the authorization at any time by submitting a “Withdrawal of Authorization Consent Form” to the Office of Student Fees.  The form may be turned into the Office of Student Fees on the first Floor of Deal Hall or it may be mailed to:

Please note that you may rescind this authorization at any time prior to incurring such charges, but you may not cancel it once such charges have been paid on your behalf.  Your rescission is only applicable to charges that have not been paid and is effective on the date it is received in the Office of Student Fees.   You will have future opportunities to grant the authorization.  (Return to Top)
